I think that you are right, I worked in many jobs were the pay was great but the work environment was bad. Throwing money at staff does not guarantee that they will stay on board. Under-paying them makes them not want to come to work. I think the key is to up-skill your staff and don't be afraid to lose them. In most cases they will stay even when they know they can get more, because you believed in them.
